As we approach the year 2000 many questions arise around the issues of Y2K, as well as
cultural and religious responses to the new millennium. Here at Transparent Language, Inc.
we thought this would be a good opportunity for you to look at a contemporary topic and
how Germany is managing it. Included below is an article dedicated to the Y2K issue in
Germany along with a visionary statement of a robotics scientist.

J2K in Deutschland
Für das Problem J2K gibt es keine Standardlösung. Jedes elektronische
Datenverarbeitungssystem, vom Personal Computer (PC) bis zur Mehrrechnerkonfiguration, ist
davon betroffen. Das Problem besteht darin, dass die Darstellung der Jahresangaben und die
Berechnung aller datumsbezogenen Daten nur zweistellig ausgelegt sind. Daher wird am 31.
Dezember dieses Jahres beim Umschalten von 99 auf 00 eine Konfusion entstehen. Für die
meisten Rechner wird das Jahr 1900 gelten...
Anders als in den Vereinigten Staaten sind sich die Deutschen des y2k-Problems entweder
nicht sehr bewusst oder sie erachten es als nicht so wichtig. „In Deutschland müssen
Sie Glück haben, wenn unter zehn Bürgern überhaupt einer ist, der schon mal was davon
gehört hat". Dies ist ein Zitat des Unternehmensberaters Frank Sempert von der
Initiative 2000. Nach Ansicht des Parlamentarischen Staatssekretärs im
Bundeswirtschaftsministerium, Siegmar Mosdorf, besteht kein Grund zur Panik. Seiner
Meinung nach dürfte es aufgrund der Datumsumstellung im Jahr 2000 zu keinen
Unternehmenszusammenbrüchen oder ähnlichen katastrophalen Folgen für die deutsche
Wirtschaft kommen. Laut der Wochenzeitung "Die Zeit" haben sich 40 Prozent der
kleinen und mittleren deutschen Unternehmen zu diesem Zeitpunkt noch nicht auf die
Umstellung vorbereitet. Die Ursachen dafür sind mannigfaltig, der Hauptgrund liegt jedoch
bei der Finanzierung der y2k-Fähigkeit. Viele Firmen in Deutschland geben offen zu, dass
sie nicht millenniumfähig sein werden. Die Schwierigkeit besteht häufig darin, dass man
sich zu spät mit der Frage beschäftigt hat, mit welchen Mitteln und mit wieviel
finanziellem und personellem Aufwand man dem Problem zu Leibe rücken will.
Millennium - Utopie Für Unserie Zukunft

Lesen Sie Hans Moravecs Version der Entwicklungsgeschichte von Intelligenz. Er gilt als
einer der führenden Wissenschaftler der Robotertechnik und forscht im amerikanischen
Pittsburgh, Pennsylvania.
"Die klügsten heutigen Maschinen haben Computerhirne, deren Leistung etwa mit dem
Nervensystem eines Insekts zu vergleichen ist. Vor 50 Jahren war das Verhalten der
kompliziertesten Maschinen noch einfacher als das eines Einzellers. In der biologischen
Evolution hat die entsprechende Entwicklung 500 Millionen Jahre gedauert. Also ist die
technische Entwicklung von Intelligenz etwa 10millionenmal schneller". Auf diesem
Vergleich basiert seine Voraussage, dass wir "... innerhalb der nächsten zehn Jahre
Haushaltsroboter sehen werden, die Putz-, Liefer- und Wachdienste verrichten, etwa so
intelligent wie Eidechsen. In 20 Jahren werden die besten Roboter die Intelligenz von
Mäusen haben. In 30 Jahren werden sie mehr wie Affen sein, und in 40 Jahren sind sie
intelligenter als Menschen." Moravecs Vision der Entwicklung unserer Zukunft führt
dahin, dass superintelligente Maschinen das Universum erben, und die biologischen
Menschen, deren Nachkommen sie sind, nur noch eine historische Erinnerung sein werden.

Y2K in Germany
There is no universal solution for the Y2K issue. All electronic data processors are
affected, from the PC to the network configurations. The problem is that the
interpretation of the year and the computation of all date-related data is programmed in
only two digits. Therefore, confusion will arise on December 31, of this year, when the
digits will switch from 99 to 00. Most computers will find themselves in the year 1900...
Unlike people in the United States, Germans are either not aware of the issue or they
don't consider it that important. "In Germany, you have to be lucky to find one in
ten citizens who has previously heard about it." This is a quote from the management
consultant Frank Sempert of the Initiative 2000. Siegmar Mosdorf, the Secretary of State
in the Federal Ministry of Economy, has been reported to say that there is no reason to
panic. According to his point of view there will be no breakdowns of companies or similar
catastrophic consequences for the German economy because of the switch. The weekly
newspaper "Die Zeit" states that 40 percent of the small and medium sized German
businesses are not yet prepared for the adjustment. There are several reasons for this
situation, the main reason being the funding for the Y2K-readiness. Many companies in
Germany admit openly that they will not be set for the millennium. The main problem is the
fact that they have started too late to consider the financial and personnel effort needed
to address the issue.
Millennium - Utopia for our Future

Read Hans Moravec's version of the evolution of intelligence. He is a leading robotics
scientist doing research in Pittsburgh, Pennsylvania, U.S.A.
"The smartest current machines have computer brains whose performance can be compared
to the nervous system of an insect. Fifty years ago, the behavior of the most complicated
machines was yet simpler than that of a protozoon. In the biological evolution, the
corresponding improvement took 500 million years. Therefore, the technical development of
intelligence is about ten million times faster." Based on this comparison Moravec
predicts that "... within the next ten years we will see household robots, which
perform cleaning, delivery and security services, being about as intelligent as lizards.
In 20 years the best robots will have the intelligence of mice. In 30 years they will be
more like apes, and in 40 years they will be more intelligent than humans." Moravec's
vision of the development of our future leads to the scenario that super intelligent
machines will inherit the universe, and the biological humans whose descendants they are
will only be a historic memory.
